Form 3333
When the first duck stamp was isued on August 22, 1934, the government required each buyer of a duck stamp to place it on a license in the Postmaster's presence.
Since some purchasers, such as landowners, collectos, or others did not have a state hunting license, a Form 3333 was provided by the post office to affix the RW1.
The forms were common in 3rd and 4th class post offices, as well as Washington, DC, where hunting was not allowed.
Their use was discontinued after 1934-35, but some post offices continued to issue them.

The RW1 shown is the very first duck stamp ever sold, purchased by J.N. Darling, accompanied by an affidavit to that effect. It was purchased by Bob Dumaine in 1989, and is now part of the Jeanette Cantrell Rudy Gallery at the Smithsonian Institution's National Postal Museum. Valued at $300,000.
